Dubuque Mayor Roy Buol declared a state of emergency in Dubuque as a response to coronavirus. As of Tuesday morning, there were no confirmed cases of COVID-19 in Dubuque County – yet the mayor went ahead with a proclamation that he made at the city council meeting Monday. It follows the Iowa Department of Public Health’s notification of community spread of the virus. The state is seeking to implement measures to slow the spread of the virus, along with Governor Kim Reynolds’ recommendation that Iowa schools close for four weeks. The proclamation orders closing some city buildings – including restricting public access to facilities like City Hall and the Municipal Services Center.
