Dubuque Police arrested 27 year old Luis Puentes on Monday on Locust Street on charges of first-degree harassment, two counts of assault on persons in certain occupations, public intoxication and interference with official acts. Reports say Puentes assaulted Dubuque police officers Joseph Conley and Kimberly Hoover while he was being apprehended.
