Police say a Dubuque woman used methamphetamine in the presence of a child and that child subsequently tested positive for the drug. 26 year old Ellie McIntyre was arrested around 1:50 p.m. Friday in the area of Kaufmann Avenue and Cushing Place on a charge of child endangerment. Reports say that the Iowa Department of Health and Human Services received a complaint on December 6 alleging McIntyre had used methamphetamine while acting as a caretaker for her 3-year-old child. A child protection worker contacted McIntyre, who admitted to the worker that she was a methamphetamine user. A hair sample from the child was tested, and the results indicated the child had methamphetamine in her system. The child was removed from McIntyre’s care January 1st.
