A Dubuque apartment complex that has been promised $1.7 million in tax breaks to provide affordable housing for older adults has been the scene of repeated outbreaks of bedbugs since April. Roosevelt West tenants say the infestations have been exacerbated by their property management company, Horizon Management Services of Madison, Wis., forcing low-income tenants to pay for cleanup. Rather than treat the whole building, exterminators have been hired to play a game of whac-a-mole: treating each unit where bedbugs have been found one at a time, only for them to pop up in another unit.
