A $25 million federal grant has been awarded to Dubuque that will provide substantial funding for the construction of an overpass above the railroad tracks at East 14th Street. Plans are for an overpass to be elevated on East 14th Street above Elm Street as well as the Canadian Pacific Kansas City railroad that cuts along the city’s east side, providing another way for traffic to move between the riverfront and the rest of town without stopping for train traffic. By 2027, rail traffic on the line is expected to double from nine to 18 trains per day as a result of the merger of two major railroads, Canadian Pacific, which long had served Dubuque on a regional basis and Kansas City Southern. Â
