Police say a Dubuque woman led officers on a low-speed chase in a stolen vehicle. 35 year old Kiara Kiesow was arrested just before 1am Thursday in the 800 block of Kerper Court on charges of second-degree theft-motor vehicle theft and eluding. Officers observed a vehicle driving near the intersection of 26th Street and Central Avenue about 12:30 a.m. Thursday that was previously reported stolen. Officers attempted to initiate a traffic stop near 20th and Jackson streets, but the vehicle did not stop. Officers then pursued the vehicle to the area around Garfield Avenue and Stafford Street. The pursuit continued through the surrounding residential area and included portions of Merz Street, Windsor Avenue and Henry Street. The vehicle eventually turned onto Elm Street, where it drove through a steady red signal and onto East 14th Street, where officers had deployed stop sticks.
